Which vacuum works the best on pet hair + hardwood + area rugs?

We have a small apartment with hardwood floors, a couple area rugs and two cats who’s hair covers everything. We are mostly concerned with cleaning the area rugs and hard wood rather than furniture. Any suggestions for a vacuum that’s UNDER 0 (sorry, Dyson DC17 lovers). Thanks in advanced :)

I have a Bissell Lift Off Revolution Pet. It is a good vacuum. It has its issues (nothing horrible – for example – I have to empty it a little more often than I’d like, and it is a little heavier than I’d like. But other than that, that is it and it hasn’t sent me running to the store to buy something else, nor will it). However, it works amazing on my hardwood floors and my carpets – you can use a height adjustment for your pile of carpet – or set it to bare floor. There is an attachment for pet hair – called the "TurboBrush" – anyway…it REALLY gets the hair off of things…and I can put it on the attachment extender and so I don’t have to bend down. I think a lot of people use it for furniture (which I do from time to time), but it does a great job at removing the excess pet hair trapped in low the carpet pile that most vacuums I’ve ever had just leave there.

I’ve read others reviews on it on Amazon and Target. The biggest complaint is that it clogs. And that’s where MY complaint about having to empty it too frequently comes in. If you do not empty it frequently, yes, it will clog. So now I empty it once or tice per cleaning (depending on how long it has been since I vacuumed)- a hassle, yes…but it doesn’t really bother me. The other reviews, have never been an issue for me. I’ve had it for over a year and it still works like new.
