How do I attach a rug to any rug?

We purchased cheap rugs and they don’t like to lay flat. We are trying to brighten up the apartment wall-to-wall carpeting using these rugs. The wall-to-wall carpet is on top of concrete, so stapling and nailing are out of the question. Its really annoying to have the carpets bucking and wrinkling. Any suggestions for how to get them to lay flat? (we cover them with as much furniture as possible to weigh them down but still have problems)

I am trying to turn an unfinished room into somewhere I can hang out, Right now it looks like an attic. The floor Is 56 square meters/600 sq ft. I am on a very tight budget so im looking for the cheapest thing I can find. At Home Depot they have area rugs about 1.5m by 2.5m at a piece, but I know there are larger one color area rugs that are a better value (I have a 2.36m x 3.04m rug from a long time ago) Where can I get this type of rug?
Please suggest a cheaper way of carpeting If you know of one!
P.S. I dont care If the carpet isnt nice carpet AND the area rugs have to be one color, I am going to be laying down many so it fills the 600 sq ft room
I have looked and they are all expensive rugs with designs on them, I need cheap with one color.
I cant find any one color rugs at walmart or ikea!!!

This week we have a great rug conundrum and a drop of surprising psychology to add to the mix:
Can a rug Be a treat?
When was the last time you treated yourself to something special? Something that didn’t vanish in a dozen bites, or in half as many gulps?
When was the last time you treated yourself to a rug?
A rug you say? That’s not a treat!
Well, we here at Modern Style Rugs (can you guess what’s coming?) agree with you.
We actually do.
But we also disagree of course.
Or rather, we have a clause, an amendment, a correction of sorts…
We always do. It comes with being experts in quality rugs.
So, back to the debate:
Is a rug a treat, or not a treat?
Some say that a cheap rug is not a treat; that only a quality rug, or a great rug, or the best rugs you can get your hands on are treats.
Well, we’re not going to disagree with any of those things. We love quality rugs: it’s what we do best. And for the record, we don’t dislike cheap rugs either: you can read our previous post where we discuss whether cheap rugs are a good idea to see where we stand on this matter.
But out take on the Christmas rug debate is a tad more elaborate than that, and we’re sure that you’ll agree with us when you hear our side of the rug story.
Modern Style Rugs believe that a rug is a treat. And not just any old treat: a rug is actually a fantastic treat: not only does it bring you joy at the point of purchase, just like any other gift or present, but it adds to your home. And this is fine, of course. But all the above present short-lived experiences. They’re here one minute, then they’re gone.
In contrast to the above ‘treats’ rugs are around for a long time, especially good quality rugs.
This contrast creates a natural disconnect, because of the way in which we tend to think about teats.
But the reality is that, side by side, a rug covers everything a treat does, and goes a long way further to add a lot more value to our lives… so much more than any short lived treat.

Where are good places to look for large, cheap area rugs (Under ish). I live near Greensboro, NC if there is anyone who knows good places specifically. But anyone with a general answer of somehwere online or certain places to look, I’d be grateful.
