How do I attach a rug to any rug?
We purchased cheap rugs and they don’t like to lay flat. We are trying to brighten up the apartment wall-to-wall carpeting using these rugs. The wall-to-wall carpet is on top of concrete, so stapling and nailing are out of the question. Its really annoying to have the carpets bucking and wrinkling. Any suggestions for how to get them to lay flat? (we cover them with as much furniture as possible to weigh them down but still have problems)

Yes. There are a number of rug to carpet rug holds or grippers. They are sticky on both sides (like a post it note sort of) There are also a type that is almost like Velcro.
The cost is more then the rug pads that go over tile or wood.
Expect about $50 to $80 for a 5 x 8 size. Don’t waist your money on the cheap one they won’t work.
