can i cover a carpeted floor with area rugs to give extra cushion and will it lessen the foot step noise?

    Yeah, it definitely works. Also, check out a place like http://www.rugsusa.com/rugsusa/control/newsearch You can also get rug pads for underneath you rug which will cushion the sound even more.
