Can area rugs be cut to size.?
I have four 5×7 remnant area rugs that I plan to use in one of my rooms and I’m curious if I cut off the binding on two sides and butt up the carpets next to each other if the fibers will hold together. I intend to use double stick tape to hold the rugs together. Alternatively I may also have to cut off about half a foot length wise from each carpet to get it to fit.

Carpet layers use a seam tape that is heat activated with a seam iron. I am not sure you will find an effective tape to do what you want. It really depends on the type of backing the carpet has, you did not say.
I would suggest you make the seam by applying a 3" wide fabric strip (glass mesh drywall tape?) to underside of one remnant, along the seam, with a hot glue gun, and leaving 1 1/2" exposed. Butt the carpets together right-side up and hot glue the second remnant on.
